Adult Social Care Diagnostic

At a Glance…

During August to October 2024 Peopletoo carried out a review of North Northamptonshire’s Adult Social Care service to measure current service operating arrangements against the target operating model and ambition for embedded strengths-based practice. The review also included an assessment of existing transformation activity, as well as the identification of additional financial opportunities.

The Challenge

North Northamptonshire Council was formed in 2021 following local government re-organisation and had introduced a new target operating model for adult social care at the same time as managing the pressures of the COVID-19 pandemic. Unprecedented growth in demand for ASC services had led to significant budget pressures and in response the Council had developed several change and transformational projects.

The Council wished to appoint a consultancy partner to undertake a diagnostic review of existing transformation activity, the effectiveness of the target operating model and strengths-based working, as well as identifying new opportunities for financial savings.

Our Approach & Delivery

Peopletoo approached this challenge, using an established diagnostic approach that considered each individual’s journey through adult social care and the services and processes that support that activity to develop a comprehensive set of opportunities.

The review included a health-check on ways of working and practice against the target operating model, a stock-take of existing transformation sprints, and a diagnostic of further opportunities for transformation.

The Impact

Outcomes Achieved

The review was able to identify total annualised savings for 2025/26 of £3.2 – £5m across all areas of the review and made recommendations for improving practice based on several key themes.
