Commissioning Model for Travel Assistance​

At a Glance…

Surrey County Council (SCC) was facing considerable challenges in managing its Transport Services budget. The budget encompassed crucial areas such as Home to School Transport, Adult Social Care, Children’s Social Care, and Public Transport, all of which have experienced rising demand amid inflationary pressures. SCC was actively addressing these challenges through the development of their Freedom to Travel Strategy.

The Challenge

Having conducted a prior review of Surrey’s Travel Assistance service, Peopletoo were asked to support in shaping a refined commissioning model. This involved reviewing the current commissioning approach, market engagement, and enlisting stakeholder input to inform the development of a robust commissioning strategy.

Additionally, Peopletoo were asked to conduct a review of the current technology and systems, aiming to pinpoint deficiencies in functionality. This included an assessment of alternative systems available on the market, scrutinising their functionality to provide a comprehensive overview of potential alternatives.

Our Approach & Delivery

To support Surrey CC, Peopletoo undertook the following approach:

  • Conducted a thorough examination of existing commissioning practices, scrutinising the utilisation of the current DPS to commission transport providers. The focus was on understanding how this dynamic might change if commissioning activities were to transition to a framework model.
  • In-depth data analysis of Surrey CC’s travel assistance spending was undertaken, involving benchmarking transport costs against neighbouring Local Authorities. This analysis also encompassed a comparison of route costs within Surrey CC’s operation, aiming to unveil any disparities in price, provision, or quality across the county.
  • Stakeholder engagement efforts were initiated, involving interactions with the provider network, which included both Minibus and Taxi Providers, as well as the Community Transport sector. The objective was to gain insights into their experiences of being commissioned by and working with Surrey.
  • Dialogue with the current DPS provider took place to address limitations and concerns voiced by Surrey CC, seeking perspectives on potential future updates or improvements to the DPS.
  • A series of workshops were conducted to identify the functionality requirements of a transport system and to highlight existing gaps in the current systems. This valuable insight informed the creation of a shortlist of potential systems, each system’s functionality was then shared with Surrey CC, and demo sessions were scheduled to aid in their understanding of the offerings available in the market.

The Impact

Outcomes Achieved

  • Rollout of enhanced budgets delivering average of c£35k per route, with over 20 routes implemented.
  • Further savings delivered through increases to mileage rates, delivering c£600k savings.
  • Detailed review of ‘high-cost’ like-for-like routes was accepted in full, with targeted savings of £3.5m now being delivered.
  • Whilst Peopletoo had a narrow focus (alternative travel, tendering and contract management only), savings of 7% delivered through the above.
