From Insight to Impact: Driving change across public services
Blending operational expertise with strategic thinking to achieve safe, financially sustainable outcomes.
It is widely recognised that Public Services are facing substantial organisational challenges, including devolution and local government reorganisation, severe financial pressures and the need to deliver outcomes for residents and vulnerable people.
Peopletoo combine deep subject matter expertise across local government and integrated health services, working with you to transform and deliver financial, quality and social outcomes. Informing strategic change across the organisation in critical corporate and cross-cutting thematics:
Local Context
At the heart of our work is a deep understanding that no two communities are the same. We listen, learn, and respond to the lived realities of the people and places you serve. Guided by data, shaped by insight, our approach is designed to support meaningful, lasting transformation. It’s about working with you—not just for you—to co-create change that feels authentic, achievable, and grounded in evidence.
Experienced Consultants
Our carefully chosen team brings a rich depth of experience in the public sector, where they’ve helped drive meaningful transformation and lasting change. With a wide range of professional accreditations, they offer not only practical know-how but a genuine understanding of the challenges you face.
Data and Insights Driven Decision-Making
Our approach blends innovation with meaningful insight—drawing on both local expertise and national intelligence to deliver solutions that are bold, thoughtful, and built for lasting impact. We start with the evidence, guiding you through a purposeful process of analysis, document review, and stakeholder engagement. This inclusive and deliberate process ensures that every recommendation reflects your challenges, needs and vision, and supports lasting change in the communities you care about most.
Local government transformation unlocks more responsive and inclusive services, empowering councils to make decisions that reflect the needs, values, and aspirations of their communities.
Internally, transformation creates a culture of learning, innovation, and accountable leadership. It equips councils with the tools and mindset to lead strategic change confidently, encouraging more transparent governance and a shift toward proactive, people-centred service design. This includes embracing digital capabilities and using data more intelligently to support both planning and performance.
Nationally, these efforts align with evolving expectations—like the forthcoming Local Government Outcomes Framework, which prioritises long-term impact over outputs and streamlines reporting. With a move toward flexible, outcome-focused funding, councils are better placed to deliver meaningful change that’s locally grounded and nationally recognised.
Local Government Reorganisation
The sector is immersed in the opportunities and challenges of local government re-organisation, which represents a transformative moment for local government, with the government’s intention to drive forward local government reorganisation (LGR). This pivotal change presents not only significant challenges but also opportunities for councils to reimagine their role, build stronger partnerships, and deliver better outcomes for their communities.
Building on our substantial LGR experience, we are working across a number of LGR footprints focused on developing robust financial business cases that includes transformation and innovation to build a local offer.
We are actively supporting the development of robust business cases, enhancing programme and project management capacity, and providing an informed critical friend and quality assurance function. In addition, we’re leading the creation of transition and transformation plans—both at the corporate and service levels—to underpin financial business cases and enable the delivery of new organisational design models.

Strategic Commissioning
Councils across the UK allocate approximately £70 billion annually to external services, with significant investment directed towards Children and Young People, Adult Social Care, Environmental Services, Highways, Leisure, Recruitment, Housing, and capital projects.
At Peopletoo, we see this as a defining opportunity for local government and their partners to embrace meaningful change. We believe Strategic Commissioning—when applied consistently—can be a transformative force in overcoming today’s challenges.
We lead by example, supporting best practice through the Commercial Continuous Improvement Assessment Framework (CCIAF). Our approach focuses on enhancing service performance, delivering financial benefits, and generating outcomes that create lasting social value.
By closely reviewing your spend and applying our team’s deep expertise, we help identify savings and elevate service quality. Our Business Intelligence Hub offers rich data analysis and benchmarking to guide confident decision-making and deliver real impact.
Peopletoo has successfully supported councils to achieve efficiency gains of 5–20% through this approach. Our service-specific knowledge allows us to optimise service value without compromising outcomes. Strategic Commissioning is about realising maximum value from every pound spent—both in financial terms and in the positive outcomes that matter most to communities.
