Through many collective years working across both the public and private sector, Maggie Kenney and Mike Butler saw how the dynamic flexibility of an outside agency could have tremendous impact on transforming Local Authority services.
In 2009, they established Peopletoo to take private sector learning into public organisations. From day one, Peopletoo was about co-production: Combining the expertise of department staff with Maggie and Mike’s people-focused, transformative approach.
Today, Peopletoo is an established organisation operating as a key player in the industry. The team has expanded into a strong line-up of experienced consultants across the country. Mark Jupp

Mark is highly skilled in public service transformation, improvement, and financial management. He brings more than 10 years of experience of leading transformation in local government, including designing and leading corporate programmes, and improvement across Children’s and Adult services. In addition to directing strategy, key accounts, and major programmes, Mark is our sector lead for Children’s Services. Mark is dedicated to improving services for communities while raising the value for money these services represent.
Cat Parker

Cat brings more than 24 years’ experience delivering transformation across local government, including 15 years in frontline and strategic leadership roles within children’s services. She has led complex operational and strategic programmes spanning safeguarding, organisational redesign, workforce transformation and multi-agency partnership working, using data and insight to translate strategic ambition into practical, sustainable change. Cat has extensive expertise in Local Government Reorganisation, supporting authorities through every stage of the process, from developing the case for change and business cases to transition, implementation and post-establishment integration.

With extensive expertise in children’s services, Mark takes the lead on Early Help, Children’s Wellbeing, SEND and Inclusion projects. Engagement with children, young people and their families is at the core of Mark’s practice and his partnership models have been instrumental in many successful transformation projects. Mark is also Children’s Services Business Lead and keeps Peopletoo at the forefront of best practice, legislation and guidance.

Confident at working within tight timescales to ensure consistently smooth and high-quality delivery, Sarah expertly designs and implements operating models that manage demand, reduce expenditure and improve outcomes.
Danny Marsden

With extensive public sector experience. Danny has managed operations across local government and facilities management, redesigning services and procuring suppliers to meet strategic aims. He develops Asset Management and FM Strategies for both traditional Hard & Soft FM. Danny leads on strategic community transport projects particularly understanding the relationship with SEND and Home to School Transport.

Chris has worked for over 19 years in local government with senior leadership experience in the Adult Social Care and Health sector including as the Director of Operations in a large County Council. Chris has designed and implemented whole service transformation and efficiency programmes which have delivered improved outcomes and financial savings. Chris excels at building strong and productive relationships with people to create the conditions for sustainable service delivery and transformation.

Charlotte has led commissioning and strategic development across children’s services, adult social care and public health, holding senior roles within local authorities including Head of Children’s Commissioning. She has extensive experience of developing commissioning strategies, managing complex programmes and building strong partnerships with providers and communities. Her work combines financial modelling and policy analysis to deliver sustainable service improvements.

Jasmine specialises in transforming adult social care services, with particular expertise in cost of care, pathway redesign and the development of target operating models. She has delivered a range of diagnostic and implementation projects, helping organisations improve frontline services while identifying opportunities for sustainable savings. Her experience also spans SEND and children’s services, alongside a strong track record of engaging stakeholders in ways that support meaningful change and improve service delivery.

Kate has worked in the public sector for 25 years, focussing on aligning business support with clients’ challenges and needs. Her particular area of interest and expertise lies in the positive impact that accurate, accessible, and timely information, advice, and guidance can have on communities, particularly in social care. She has spent considerable time working in the digital space of information management and delivery, and has seen first-hand how this supports local communities in accessing vital help, while also driving operational and financial efficiencies for organisations.
