Local Government Reorganisation

Local Government Reorganisation (LGR) presents a powerful opportunity for councils to rethink, renew and strengthen how they serve their communities. Design 

We turn structural change into measurable outcomes through service redesign, market shaping and demand reduction at scale. From day-one readiness to post go-live optimisation, we provide hands-on support to develop digitally enabled target operating models (TOM) aligned with the corporate TOM to deliver cashable savings along with improved outcomes for citizens.  

Strategic Financial Support 

We provide specialist financial support to establish robust baselines, funding and balance sheet positions for new councils. Using zero-based budgeting, MTFP modelling and demand led resets, we focus on cashable savings, clear decommissioning decisions and prevention investment to rebuild sustainable, credible financial positions with confidence. 

Implementation 

We provide handson support to disaggregate and aggregate services, establishing new operating models and infrastructure that accelerate benefits and reduce risk. Deploying expertise across social care, SEND, commissioning, corporate services, assets and regulation, we combine forensic financial analysis with delivery capability to drive transformation and value at pace.

Corporate Financial Sustainability 

Councils are facing substantial financial challenges and considering the impact of the forthcoming Fair Funding settlement and local government reorganisation.

Aligned to the financial challenge, Councils are focused on their corporate strategies and priorities to deliver better outcomes for residents and local communities.

Peopletoo are supporting Councils to develop sustainable Medium Term Financial Strategies and Plans (MTFS/MTFP) and mitigating service reductions and ensuring that outcomes are still being achieved through an experienced team of corporate and service subject matter experts who work across the organisation co-developing and implementing solutions with your team.

Our proven methodology is supporting Councils close annual financial MTFS/MTFP gaps ranging from £30m to £106m with a return on investment of our fees of between 10 and 20:1.

Assess and re-design where required the corporate Procurement team in terms of structure, capacity and capability and ensure relevant processes and systems are in place.

Contract Management

Based on our commissioning work, we will assess current contracts in terms of value for money and compliance as well as opportunities for in-contract improvement and negotiate mutual innovation through strategic supplier relationship management.
