At a Glance…

Following post-unitary reorganisation in April 2022, Westmorland and Furness Council focussed on transitioning to a new sovereign council, working with newly elected members and leadership.

The Adult Social Care (ASC) directorate developed a clear vision, strategic priorities, and launched a transformation programme.

The Challenge

To achieve its vision, the Council needed to reform its internal care services and collaborate with the independent health and care market.

Dual reviews were essential to set strategic direction and offer clarity to the independent market about opportunities and developments.

Our Approach & Delivery

Peopletoo conducted a detailed analysis of demand, capacity, and financial data, as well as local market quality, with input from market stakeholders. Key activities for this work included:

  • Evaluating the Council’s operating model and considering alternative delivery approaches aligned with emerging strategic goals.
  • Engaging an SME panel to test findings against identified design principles and provide rigorous assurance.
  • Delivering broader recommendations on configuring the operating model to improve outcomes and manage financial and demand pressures effectively.
