In 2020, Peopletoo partnered with Slough Borough Council (SBC) to identify and implement efficiency improvements in Adult Social Care (ASC). Exceeding expectations, we achieved savings well beyond the target.

The Challenge

Slough was operating under a Section 114 notice, requiring immediate cost savings and long-term sustainable change. Our diagnostic exercise highlighted potential savings of £11m over three years. Following this, Peopletoo was appointed as Slough’s Transformation Partner to help deliver these savings.

Our Approach & Delivery

Over three years, we worked closely with the Council to drive sustainable change and achieve substantial financial savings. Key elements of our approach included:

Designing a programme to deliver both quick wins and long-term sustainability.
Providing expertise and capacity to co-design and implement solutions.
Upskilling SBC staff to ensure lasting impact.

The Impact

Outcomes Achieved

Together, we delivered over £14.4m in validated savings across three years. Key achievements include:

Introduced strengths-based approaches, streamlined panel processes, organised staff away days, and developed learning resources.
Redesigned structure and processes to improve outcomes.
Developed design principles and project plans for a ‘technology-first’ approach.
Implemented a revised front-door model to manage demand effectively.
Closed an in-house provision that was financially unviable.
Cleared a backlog of financial assessments.
Established shared care arrangements with the Integrated Care Board.
Created and launched a new Shared Lives scheme.
